When the fervor of the waves of country-wide people’s agitation against the gang rape of a young college girl in Delhi on 16.12.2012 (Capital city of India) is still there, an another heart breaking and shameful incident came to limelight on 07.01.2013; where it has been reported rape of 11 minor girls (between 8-13 years of age) residing in a residential primary school located at Narharpur Block in Kanker District in Chattisgarh, India (Ref: Dainik Bhaskar- a Hindi Daily Newspaper, jamshedpur edition dated 07.01.2013). This school was set up by the Government of Chattisgarh in the year 2006 and it was managed by the Department of Tribal (aboriginal) Welfare. At present, the school has 43 girl students.
The news came to limelight when a Woman and Child Development official Ms. Shail Thakur, lodged a FIR at the local Police Station in the late night of January 6, 2013 against two rapists – Caretaker (Mr. Dinanath Nagesh) and an Instructor of that school (Mr. Mannuram Goti). It has been reported that these two culprits were indulged in this wicked act ever since they were appointed two years back; rumors of their notorious acts of violence aired into the nearby locality once or twice earlier also, but the matter, being very sensitive, were settled by the local community leaders. But this time, the matter was reported to the District Magistrate of Kanker district through any unanimous sources. The DM investigated the matter and received sufficient evidence of rape crime. Possibly, at DM’s instance the case was reported in the local Police Station by an official of District Women and Child Department. As per the report, victim girls were taken to District (Government) hospital for medical examination. The three-member female doctors, after medical examination, have confirmed rape of 9 girls.
Witnessing such crimes in almost all corner of the country (a very few are reported) almost everyday, one can imagine the extent of pollution/sex perversion injected into the mass- mind (making the male members perverted) by the ruling class by misusing the mass media. Females (even minor girls) are not free from its evil design; but they (females) being shy and subjugated under male domination get lured by their male counterparts and become victims. Under such a circumstances Government’s decision to sanction licenses for opening liquor shops in nook and corner of the country and introduction of sex education at school level would definitely aggravate the situation further.
