My dear FB Friends, Today I had the opportunity to participate in a Consultative Discussion on implications of the implementation of "Bihar Clinical Establishment and Regulation Rules, 2013". This was organised by a leading NGO of Bihar. Various private clinic owners and doctors participated in the discussion. The senior Doctors from IMA Patna participated in the discussion as Chief Resource Persons. The Participants apprehended that if the Clinical Establishment and Regulation Act (passed by the then UPA Government) is implemented, then the entire medical system in India would completely collapse. No person shall run a clinicl establishment unless it has been able to fulfil the minimum standards (these standards could be met only by the Corporate bodies). Except Super Specialty Hospitals run by big business magnets, not an single Government or Private Hospital could fulfill those prescribed Minimum standards. So they called this Act as draconian and demanded repeal of this Act. All medical facilities provided by different system of medicine comes under the Act. They blamed that this Act has been designed for Corporatization of Health services and it has been forcefully imposed. If implemented, cost of medical services would be out of reach of the common people. The participants called for unity of medical fraternity to wage nation-wide movement to pressurize the state and Central Governments to repeal this Anti-people Act. They appealed their fellowmen in the medical service not to apply for Registration. They also appealed to the NGOs to mobilize the common man to clarify their stand so that the common people could not be misguided. They blamed the government for not being able to regulate the Health Education in India which was a prime necessity than enacting such Act.
